I have seen values described as fundamental values and instrumental values e.g. in the World Values Survey and literature. Fundamental values are also called intrinsic values. These fundamental values are a subset of the entire landscape of values, the Virtues. The reason is that while we found near universal agreement on the Virtues (Love, compassion, charity, etc.) you won't get that with Instrumental Values.
So, you can get agreement from a Chrisitan about compassion, but also a Stoic like Marcus Aurelius, and a secular activist.
So, part of Symbiotic Culture DNA is the shared universal Virtues.
