I have seen values described as fundamental values and instrumental values e.g. in the World Values Survey and literature. So people agree on the fundamentals but not the instrumental ways to reach them. The instrumental tend to be religio-culturally mediated. https://www.worldvaluessurvey.org/WVSContents.jsp
Great comments! All. Agree with your point of view; it is the basis of building an agreement to grow Symbiotic Culture.
Fundamental values are also called intrinsic values. These fundamental values are a subset of the entire landscape of values, the Virtues. The reason is that while we found near universal agreement on the Virtues (Love, compassion, charity, etc.) you won't get that with Instrumental Values.
So, you can get agreement from a Chrisitan about compassion, but also a Stoic like Marcus Aurelius, and a secular activist.
So, part of Symbiotic Culture DNA is the shared universal Virtues.
I'm new here. We share common intent... I can speak to many aspects of just this in my own way. A work in progress I am, but I see myself in your format here. Kind Regards, I present Sapiedelic Studies of a Group Luminal Mind:. Sapiedelic means, to attain and acquire knowledge and wisdom, a new disciple for this ever present now. Studies in Lucidisicm, and When the LIGHT Dawns. Deep PEACE and Wholeness in the PNEUMA (breath/spirit) of NOW ( I AM ),
To correlate virtues with religious context is to misunderstand what was taught in those texts. In positive psychology the terms virtues and strengths are part of the personal values one embodies. It is all a part of the cycle. Have you read the "VIA Character Strengths and Virtues" by Christopher Peterson and and Martin Seligman? My partner and I built series of games and workshops to help people better understand the values of identifying personal virtues and strengths, how they shape our connections, what shadows may show up, what types of values are formed in correlation with identified virtues and strengths and how we can be more aligned with our understanding of how we best honor the Golden Rule.
We just touched base with Robert Bunge. Moving forward with the GWA Regenerative Federation. We are designing a bioregional learning center in the Sierra Mountains.

I really love the name Luminal Mind! Thank you for sharing Richard. Happy to explore how we can support one another's work.
